I reckon the biggest cost associated with watching television is the bombardment of advertising. Its true that some advertising is pretty clever (e.g. Honda, Guinness or Marmite) but it also causes me to buy more things, even if its only on a subconscious level.
For this reason, I reckon the tv licence fee is a bargain. I get to watch tv without being fined, have quality British programmes to watch especially things like Life on Mars, or Doctor Who and I am not subjected to any advertising.
Sounds like a win-win to me.
